Hacked accounts and spam bots post the same scam — free Nitro, fake Steam support, crypto bots — in every channel they can see. Supreme Bot's bait channel is one channel that real members are told not to write in. The moment anyone posts there, the bot deletes the message and applies the action you chose: a kick that is done as a soft-ban, so Discord also deletes that account's messages from the last hour in every channel; a permanent ban; or a 24-hour timeout. The server owner and anyone with moderation permissions are never touched, only logged. The decision is made by the channel alone, so the message text is never read, and the feature is free on every server.

Yes, on every server. It is a safety feature, not a Premium extra.
No. It only checks which channel a message was posted in. Anything posted in the bait channel triggers the action, so the message text never has to be read or stored.
With the default kick the member can rejoin straight away with an invite, and the DM tells them what happened. If your community is likely to slip, choose the 24-hour timeout instead. Staff and the owner are never removed.
A kick through the bait channel is a ban followed by an immediate unban, because that is the only way Discord deletes a user's recent messages in every channel. The invite link does not ask for Ban Members by default; servers that use the bait channel grant it to the bot's role.
